The ingredient list on a cosmetic product is legally structured, and the structure carries information that the front of the packaging generally contradicts.

The ordering rule

Ingredients are listed in descending order of concentration, down to one percent.

Below one percent, they may be listed in any order.

Which means the position of an ingredient tells you something real about the top of the list and nothing about the bottom.

This is the single most useful thing to know, and it explains a common disappointment.

Finding the one percent line

Certain ingredients are almost always used below one percent — preservatives, fragrance, colourants, and a few common thickeners and chelating agents.

When you see those appear, everything after them is at one percent or less.

So an active ingredient prominently advertised on the front, appearing after the preservative in the list, is present in a very small amount.

It is there. It is legally accurate to name it. Whether it is at a concentration that does anything is a different question.

What water at the top means

Almost every water-based product lists water first, and this is not a criticism.

Water is the medium. It carries everything else, affects texture and feel, and is necessary for many ingredients to function.

A product criticised for being mostly water is being criticised for being a product rather than a raw material.

The relevant question is what comes after it and in what proportion.

Naming conventions

Ingredient names follow an international nomenclature, which is why they look like chemistry rather than English.

This is deliberate — it means a name refers to the same substance regardless of language or country.

Plant ingredients appear under their botanical names, sometimes with the common name in brackets.

Which means an intimidating list of long chemical names may be entirely conventional, and a comforting list of plant names may include potent sensitisers.

Length and unfamiliarity of names carry no information about safety whatsoever, and the widespread belief that they do has driven a great deal of marketing.

Fragrance

Listed as a single term covering a mixture that may contain dozens of components, protected as a trade secret.

Specific fragrance allergens must be named separately above certain thresholds in several jurisdictions, which is why some lists end with a run of unusual-looking names.

Fragrance is the most common cause of contact allergy in cosmetics, which is why fragrance-free formulations exist as a category.

Unscented is not the same as fragrance-free. An unscented product may contain masking fragrance to neutralise the smell of the base.

Natural and its absence of meaning

Not a defined term in most cosmetic regulation.

Which means it can be applied to essentially anything, and the certification schemes that do define it are voluntary and use different standards from each other.

Meanwhile, plant extracts are chemically complex mixtures, some of which are irritants, and synthetic ingredients are frequently chosen precisely because they are single well-characterised molecules with predictable behaviour.

The natural-synthetic distinction is a marketing axis rather than a safety one.

Concentration matters and is rarely disclosed

The frustrating part.

Studies establishing that an ingredient does something use a specific concentration.

Products containing that ingredient at a fraction of it cannot be assumed to do the same thing.

Some brands disclose concentrations of key actives, which is genuinely useful and remains a minority practice.

Where it is not disclosed, list position is the only available proxy, which is why the one percent line matters.

What I would actually check

Whether the advertised ingredient appears in the top third of the list or after the preservatives.

Whether fragrance is present, if you react to it.

And whether the product contains anything you have reacted to previously, which requires knowing what that was.

Beyond that, most of what determines whether a product suits you is not knowable from the list, and patch testing on a small area remains more informative than any amount of reading.

Anyone with a persistent skin condition should be seeing a dermatologist rather than reading ingredient lists, since the conditions that look like cosmetic problems frequently are not.

Preservatives and why they are necessary

An area where consumer pressure has pushed in an unhelpful direction.

Any water-containing product supports microbial growth, and a contaminated product applied to skin or near eyes is a genuine hazard.

Preservatives prevent this, and they are among the most heavily assessed ingredients in the category precisely because they are biologically active.

Preservative-free formulations achieve stability through other means — anhydrous formulation with no water at all, or airless packaging that prevents contamination.

Where neither applies, a product marketed as preservative-free is either using something that preserves without being classified as a preservative, or it has a short shelf life that should be stated.

The period after opening symbol

The small open-jar icon with a number and the letter M.

It indicates how many months the product remains suitable after first opening, which is a stability assessment rather than a guess.

Eye products have the shortest periods for infection reasons, and products in jars degrade faster than those in pumps because they are contaminated by fingers at every use.
